Windhoek has reason to take stock of a significant continental milestone - Namibia has secured sixth place in the 2026 Ibrahim Index of African Governance, confirming its standing as one of the continent's better-governed nations.

The Ibrahim Index African Governance, widely regarded as the most comprehensive measure of public governance across the continent, assessed all 54 African countries against a decade of data spanning 2016 to 2025.

The ranking arrives at a moment when governance watchers are paying close attention to fragility signals across Africa.

Namibia's position in the IIAG 2026 rankings is described as a 'bouncing back' trend - meaning performance dipped or stalled relative to 2016, but has shown a meaningful recovery since 2021.

That recovery trajectory sets Windhoek apart from several of its regional peers still locked in decline.

The top ten countries in the African governance index are Seychelles, Mauritius, Cabo Verde, Botswana, South Africa, Namibia, Morocco, Senegal, Ghana, and Kenya, with this group averaging 67.4 points - well above the continental mean of 50.1 out of 100.

Across Africa, the index found that overall governance improved marginally over the decade, despite compounding global shocks including the COVID-19 pandemic, the energy and food security fallout from the Russia-Ukraine war, and shrinking development aid flows.

Yet that progress is uneven - 23 countries recorded worse governance scores in 2025 than a decade earlier, and those countries are home to just over half of Africa's population.

Infrastructure emerged as the most improved sub-category across the index, with gains recorded in virtually every country on the continent, driven largely by advances in mobile connectivity, energy access, and internet penetration.

Education and health outcomes also strengthened across much of the continent, reinforcing the view that human development remains a relative bright spot in an otherwise uneven governance picture.

Foundations for Economic Opportunity improved in 44 countries, reaching populations representing 68 percent of Africa's people - a signal of quiet resilience amid turbulent global conditions.

The harder truth, however, is that security and rule of law continue to drag against progress.

The Security and Rule of Law dimension deteriorated in 34 countries, while Participation, Rights and Inclusion declined in 31, underscoring the structural tensions that sit beneath the continent's economic gains.

For Namibia, the challenge ahead is not just maintaining its ranking, but translating governance scores into lived improvements for residents in Windhoek and beyond.

As the Foundation's chair noted in releasing the results, economic and social gains built without parallel progress in security and participation are gains that will not last - a sobering reminder that the work is far from finished.
